Trump Orders Reduction in Joint U.S.-South Korea Military Exercises

President Donald Trump has directed a reduction in the scale of major joint military exercises with South Korea. The decision follows Seoul’s decision not to support U.S. operations related to Iran. The announcement occurred three days after Secretary of State Marco Rubio described South Korea as an “indispensable partner” and referred to a “historic new era” of cooperation after Trump’s state visit to Seoul in the previous fall.

Victor Cha, Korea chair at the Center for Strategic and International Studies, stated that Trump views the reduction as a means to apply pressure on Seoul regarding investment and burden-sharing while also creating an opening for renewed diplomacy with North Korean leader Kim Jong Un. Cha said the move combines two objectives: encouraging faster progress on a trade and investment framework and signaling to Pyongyang an interest in renewed talks.

Trump has expressed frustration over the pace of a $350 billion trade and investment framework, commercial disputes involving U.S. companies, and what he regards as insufficient South Korean contributions to shared priorities. The framework is intended to direct South Korean investment into the United States and expand cooperation in shipbuilding and nuclear-powered submarines. Initial investments under the agreement have advanced more slowly than parallel arrangements with Japan.

The reduction in exercises coincides with renewed U.S. efforts to engage North Korea diplomatically. Trump met Kim in Singapore in 2018, Hanoi in 2019, and at the Korean demilitarized zone later that year. Those meetings marked the first encounters between a sitting U.S. president and a North Korean leader. Negotiations ended without a denuclearization agreement after disagreements over sanctions relief and the scope of North Korea’s nuclear program.

In announcing the exercise reduction, Trump stated that the drills “send a signal that is totally inappropriate and hostile” to North Korea, which he described as having been “unthreatening and respectful” during his second term. The White House did not provide additional details. A Department of Defense official confirmed the department is implementing the directive.

North Korea has continued to develop its nuclear and missile capabilities and has strengthened ties with Russia and China. Kim Yo Jong has indicated that Kim Jong Un retains positive recollections of Trump. Pyongyang has not ruled out negotiations but has stated that talks would require the United States to accept North Korea’s nuclear status.

The annual Ulchi Freedom Shield exercise had been planned to incorporate lessons from the war in Ukraine, including drone operations, GPS interference, and communications loss. North Korean forces have participated in combat alongside Russian units and returned with operational experience. The exercises serve to practice combined movement of forces, targeting coordination, and command integration between U.S. and South Korean units.

Jenny Town, senior fellow at the Stimson Center and director of 38 North, noted that the timing of the decision introduces uncertainty into alliance planning. Cha stated that the exercises remain the primary large-scale training event for the alliance and that no substitute exists for live-fire and combined maneuvers.

The announcement drew statements from members of Congress. Sen. Mark Kelly, D-Ariz., said North and South Korea remain technically at war and that joint training supports the defense of the alliance. Sen. Thom Tillis, R-N.C., said the reduction would allow North Korean troops greater availability for operations supporting Russia in Ukraine. Sen. Elissa Slotkin, D-Mich., described the decision as a miscalculation that rewards North Korea’s cooperation with Russia and Iran while weakening the U.S.-South Korea alliance.

South Korean officials have indicated plans to increase domestic military investment in response to the change in exercise scope. The reduction applies to this year’s scheduled training events and does not alter the overall U.S. force presence in South Korea.
