New York City tenants in rent-stabilized apartments now face no increases for the next two years, a direct outcome of a 7-1 vote by the Rent Guidelines Board on June 26. The decision covers leases starting between October 1, 2026, and September 30, 2027, and affects roughly 996,600 units that house about 2 million residents. Mayor Zohran Mamdani, who took office six months earlier after campaigning on affordability measures, had proposed the freeze as one of his first major policy steps.
The board, whose nine members are mayoral appointees with backgrounds in economics, finance or housing, reviewed data showing landlord operating costs rose 5.3 percent in the prior year and heard testimony from nearly 330 people plus 700 written submissions. One member representing landlords, Arpit Gupta of NYU Stern, cast the sole opposing vote and warned that the policy could discourage renovations and leave residents in deteriorating units with fewer options. Another landlord representative, Christina Smyth, resigned hours before the vote and stated that the outcome had been predetermined by recent board appointments.
Rent stabilization applies mainly to buildings with six or more units constructed before 1974. Median rents in these apartments stood near $1,600 in 2023, compared with market-rate units exceeding $4,000 in high-demand areas. More than half of city renters spend at least 30 percent of income on housing, and nearly 30 percent spend half or more. Previous boards under Mayor Eric Adams approved increases of 3 percent for one-year leases and 4.5 percent for two-year leases in 2025.
Mamdani described the result as historic relief for working people. Landlords countered that the freeze would reduce investment in maintenance and accelerate deterioration of older buildings. Assembly Member Tony Simone noted the policy could save renters up to $6.8 billion over four years yet emphasized that new construction remains necessary to address the underlying shortage. The vacancy rate for rentals stood at 1.41 percent in 2023.
Mamdani’s endorsement of progressive candidates who won several Democratic primaries earlier that week occurred against the same backdrop of housing pressure. The board’s action fulfills a campaign pledge while leaving open questions about enforcement, future guideline votes, and whether legal challenges will follow the resignation and claims of procedural imbalance.
